State and Local Government Authority (LGA)

ESSPIN worked at the State and LGA levels in the six programme states. It supported systems strengthening and institutional capacity development of the State’s Ministries of Education (MoEs), State Universal Basic Education Boards (SUBEBs) and Local Government Education Authorities (LGEAs) for improved governance and management of basic education services. ESSPIN successfully piloted an integrated School Improvement Programme (SIP) to prove theory. Technical assistance as well as political engagement were deployed for the states to use their resources to scale up and institutionalise the SIP in facilitating inclusive access to basic education and achievement of quality learning outcomes by all learners. Teacher and head-teacher professional development, school-based management and community participation, inclusive policies and practices, school development planning and direct-funds-to schools, and infrastructures and facilities development are key components of the SIP. Capacity building for government ownership and effective of evidence-based policy making, strategic planning, budgeting and effective performance monitoring and feedback were central in ESSPIN’s support to the States and LGA
