Abstract
Nigeria participated in the UNESCO-UNICEF Monitoring Learning Achievement (MLA) project in 1996 and 2003. To the extent that the results were comparable between Nigeria and other African countries, the performance of Nigerian students was the weakest in the continent. The focus of this paper is on the relatively narrow issue of establishing a national system for summative assessment ‘assessment of learning’ to monitor the relevant EFA learning goal.

This paper outlines ESSPIN’s approach to access and equity in the second half of the programme (2012 – 2014). The strategy has been developed in the context, and in light of the overall shifts in programme focus, for the second half of the programme and seeks to maximise the programme’s long term impact on access and equity in education in Nigeria. Abstract
This report presents the findings with respect to ESSPIN outputs, outcomes and impact, in pilot schools, roll-out schools and control schools. Early indications are that ESSPINsupported schools are associated with significantly more competent teachers, more effective school development planning, better functioning School Based Management Committees which reflect women and children’s concerns, and (to a degree, in accordance with the ESSPIN theory of change) pupil learning outcomes.

This annual report covers ESSPIN’s seventh year from August 2014 to July 2015. This year was the first year of a two and a half year contract extension which takes the programme to January 2017.
