Abstract
The Inception Report is organised in three volumes, this first volume provides a brief overview of the context in which ESSPIN is working, an outline of ESSPIN’s technical approach and the programme management arrangement. The second volume sets out detailed implementation workplans together with explanatory notes, while volume three consists of ESSPIN’s technical approach set out in a series of Position Papers.
