The three tiers of government in Nigeria – Federal, State and Local Government - have constitutional responsibilities and play significant roles in education provision. The Federal government articulates the national vision for education. It has the responsibility for coordinating the development of enabling national policies and strategies, planning and financing frameworks, as well as for quality assurance to ensure an accelerated and balanced national educational development. At the federal level, ESSPIN supported national systems strengthening and institutional capacity development of the Federal Ministry of Education (FME) and the Universal Basic Education Commission (UBEC) for the efficient and effective discharge of these federal responsibilities in relation to basic education. The programme provided technical assistance and engaged politically to enable the development of national policies and functional national systems for School-based Management (SBM), Quality Assurance (QA), Monitoring of Learning Achievement (MLA), an Education Management Information System (EMIS) and Inclusive Education (IE) for a transformational change and improved performance in the provision of inclusive quality basic education across the nation. FME and UBEC were also supported to improve management practices, collaboration and coordination for more effective and efficient utilization of available resources for basic education.
