State and Local Government Area

Nigeria seeks to leverage the country's own resources to improve the quality and delivery of education. Planning and budgeting help governments clarify policies, make informed decisions, allocate resources and monitor outcomes. The process of planning gets things moving and builds a groundswell of support for fundamental changes in governance and institutions,changes in legislation, and reorganisation and realignment of functions and systems.

Planning also harnesses State resources and directs activities to strategic goals:

ESSPIN supports States and local governments as they work to improve management and governance of education (Output 2). Initially ESSPIN will help Planning, Research and Statistics Departments in State Ministries of Education (SMoEs) and State Universal Basic Education Boards (SUBEBs) to translate long-term Education Sector Plans (ESPs) into Medium Term Sector Strategies (MTSS) and then into operational budgets.

Along with support for planning ESSPIN will help State Universal Basic Education Boards (SUBEBs) and Local Government Education Authorities (LGEAs) rationalise and make financial systems more transparent to improve payment to schools. This support for strengthening financial management complements the State Partnership for Accountability Responsiveness and Capability's (SPARC's) work with the Ministries of Planning and Budgeting.
