Federal policy makers, planners and administrators

The Federal government creates the vision for education, sets the policy framework and budget, and is responsible for quality assurance. ESSPIN supports institutional development in the Policy, Planning, Management and Research Department of the Federal Ministry of Education (FME) and the Universal Basic Education Commission (UBEC). ESSPIN also supports Federal Government efforts to reform inspection services, establish a national education management information service, and improve how resources flow from the Universal Basic Education Commission to States (Output 1).
